Please read our Frequently Asked Questions (FAQs) carefully to ensure you understand and meet requirements for project proposals under the GKP Regional Partnership Programme, prior to preparing and submitting your project proposals.
Only projects proposals which meet our published criteria and which utilise the standard document template will be considered. Inquiries regarding project proposals can be addressed to the GKP Secretariat.
Step 1
The latest call for proposals closed on 21 August 2008.
Project proponents interested in submitting project proposals should complete the GKP Project Brief Template and email these to the GKP Secretariat, or the Regional Coordinator (RC) in the region where they are based. To view the list of GKP Regional Coordinators, click here.
Step 2
The Multi-Stakeholder Partnership (MSP) dimension of a proposed project should be established at the point of submission. If project partners have yet to be identified and approached when a project proposal is submitted, the project proponent should quickly proceed to do so.
Meanwhile, the GKP Secretariat will vet all project proposals submitted, assuming they meet the published criteria, to identify a match with one or more of GKP's four strategic themes of Access to Knowledge, Education, Poverty Reduction and Resource Mobilisation, as well as to priority areas identified under the WSIS Action Lines.
The project proponent will be advised of the preliminary outcome of their submission. Preliminary decisions typically range from:
- Requiring a project proposal to be revised and resubmitted, or
- Conditional approval subject to submission of further documentation; or
- Declining to include the proposed project in a Regional Workplan.
Project proponents whose project proposals have received conditional approval, as advised by the relevant Regional Coordinator, will be asked to complete the GKP Project Document Template and Project Budget Template. These completed templates are to be submitted by email to the GKP Secretariat. Conditional approval of the Project Brief does not imply committment of GKP to supporting the project.
At this stage, all projects proposals should be led by a Lead Implementing Partner and ideally, supported by other implementing partners.
Step 3
The GKP Secretariat vets submitted project documents and project budgets for completeness. Where incomplete information has been provided, the Lead Implementing Partner will be asked to revise project documents and/or project budgets accordingly for re-submission. Project documents that fail to meet specified deadlines will be evaluated during the next call for proposals.
Project documents will undergo a final selection process by an independent evaluation committee. Project proponents will be advised of the status of their projects. Unsuccessful proponents may resubmit in the next call for proposals. However, rejected project proposals will not be reconsidered.
Prior to the commencement of approved projects, a GKP Project Agreement is entered into between the Lead Implementing Partner and GKP. Each project is typically spread over 2 or 3 milestone periods with clear activities and deliverables stated for each milestone period. The Project Agreement facilitates the disbursement of funding approved by the relevant Regional Coordinator, in accordance to the agreed activities and deliverables.
Upon the siging of the Project Agreement, a Lead Implementing Partner may then submit a Disbursement Request Form to secure release of approved funding for Milestone 1.
Step 4
The GKP Secretariat undertakes monitoring and evaluation throughout the life of approved projects. Lead Implementing Partners are expected to prepare and submit progressive reports on project activities and deliverables, using the GKP Milestone Report Template and Financial Reporting Template. These are submitted to the GKP Secretariat.
Step 5
The project draws to a close, with the submission of a Final Milestone Report and Financial Report.
Project closure is typically concluded with a Final Disbursement.
In some cases, a project's life may span beyond the milestones nominated for GKP Project Development Funding. An example of this is a large project for which GKP Project Development Funding only covers a feasibility study and not implementation.
