Frequently Asked Questions on Regional Partnership Projects1.0 General & Background 1.1.What is the GKP Regional Partnership Programme and GKP Project Development Fund? The Regional Partnership Programme (RPP) is the regional implementation of the GKP Strategy 2010 Programme Framework. The Project Development Fund is applied to seed fund partnership projects under the Regional Partnership Programme (RPP). This Fund was launched in 2006. 1.2. What is the objective of the GKP Regional Partnership Programme? The Programme aims to: a. Encourage Partnership Building and GKP Network growth at a regional level by connecting members and non-members in multi-stakeholder partnership projects that meet GKP objectives, which includes demonstrating the value of GKP Network engagement. b. Deliver impact at the regional level. c. Develop high standards of professionalism among GKP members in conceptualising, presenting, implementing and reporting on regional partnership projects and activities. d. Enhance subject-matter and technical expertise within the region through engaging and partnering with non-member experts. 1.3 What are the focus areas for GKP Project Regional Partnership Programme? For 2008, GKP will prioritise projects related to one of the following areas: a. Entrepreneurship with a focus on entrepreneurial radio and entrepreneurial learning b. Rural development with a focus on e-agriculture and climate change adaptation c. Education, specifically MSP in Education and ICT in Education d. Capacity Building for GKP regional network members 1.4. What projects are eligible? Any partnership project carried out by a GKP member in collaboration with one or more other organisations, which focuses on the above broad themes. Potential projects MUST incorporate a strong and innovative ICT element and is NOT only a conference, event or publication, though a typical project may involve one or more of these activities as components of the project. 2.0 Application, Eligibility & Criteria for Success 2.1. Who can apply? Any organisation can submit a project proposal but the proposal must involve a GKP member, preferably in a leading role. 2.2. How and when do I apply? All applications must be made to GKP Secretariat using application forms (templates) that are available on the GKP Portal @ www.globalknowledge.org/RPP. Other formats will not be considered. The application deadline for the next funding cycle is 25 July 2008 and an organisation may only submit only one application per grant cycle. 2.3. What criteria for success should I address in my proposal? Project proposals must: a. Clearly reflect one or more themes of GKP Strategy 2010 (Access to Knowledge, Education, Poverty Reduction and Resource Mobilisation) b. Be a Multi-Stakeholder Partnership (MSP) project that involves at least one GKP member in a leading role. c. Refer to a new and innovative initiative that seeks to pilot or demonstrate proof-of-concept; or an ongoing project that seeks to incorporate an MSP dimension. d. Show how the project fulfils or contributes toward the Programme objectives in the region. 3.0 Funding Agreements & Administration 3.1. Who will disburse funds and manage the disbursement process? GKP Secretariat will do so. 3.2. Will all countries in the region get some allocation from the grant? No. Allocations are made on the merits of projects and activities. 3.3. Will GKP Secretariat enter into agreements for each successful project? GKP Secretariat will sign funding agreement/s with the Lead Implementing Partners on all approved projects. 3.4. Do seed funds have to be returned if the project is not implemented for any reason? Yes, the funds will have to be returned. The same applies to any surplus funds resulting from project savings. 3.5. What can the funds be used for within the project? a. Up to 30% of total allocated funds may be used to purchase equipment; provided the equipment is for use only in the project; and that without the equipment the project could not achieve its goals. b. Up to 10% of the funds can be used for management and operational costs. 3.6. What is the maximum seed fund that can be allocated to a project/activity? The maximum amount which can be allocated is USD 20,000 (twenty thousand US dollars) or 49% of the total cost of the project, whichever is lower. 4.0 Partnerships & Non-Members 4.1. What are the criteria when choosing partners who are non-GKP members? Consider partnering with organisations that are able to deliver unique expertise for the project; and/or assets and skills that would contribute significantly to onward sustainability of the project.
