[1] The term international organisation (IO) is understood in a legal sense, meaning organisations set up by two or more governments.
[2] Refers to all organisations based in and governed by the laws of a specific country, i.e. organisations that are not international organisations.
[3] ‘Based’ refers to the country of incorporation of the organisation. For the definition of OECD / non-OECD countries, the listing published by OECD is relevant.
[4] Foundations are understood to be organisations that are grant-giving, not grant-seeking.
[5] By more than 50% and not conducting commercial activities. Examples are governments, government agencies, national institutions etc.
2. Deadline for payment of annual MCC
The annual MCC is payable upon receipt of the the respective invoice and at the latest by 28 February of the year it is invoiced for.
3. Pro-rated MCC for the year of joining
For the calculation of the pro-rated MCC the date on which the applicant organisation is informed of its successful membership application is relevant. THe MCC is pro-rated as follows:
a) Applicants informed in the first quarter [1 Jan-31 Mar] pay 3/4 of the MCC
b) Applicants informed in the second quarter [1 Apr-30 Jun] pay 1/2 of the MCC
c) Applicants informed in the third quarter [1 Jul-30 Sep] pay 1/4 of the MCC
d) Applicants informed in the fourth quarter [1 Oct-31 Dec] pay the full MCC for the following year
The payment term is three (3) months. If the invoiced MCC is not paid to GKP within the stated payment term, the GKP membership offer lapses.
The eligibility to participate in GKP elections as per section 4. and other GKP membership benefits are activated by the receipt of the payment by GKP, irrespective of the payment term. For example, the MCC payments under (a) and (d) must be received by 28 February in order for the new member to participate in the GKP EXCOMM elections starting 1 March.
4. Eligibility to participate in GKP elections
GKP members who have fulfilled their MCC obligations for the year preceding the election are eligible to participate in GKP elections.
For example, a not-for-profit organisation in a non-OECD country has contributed USD 500 as its 2006 Membership Cash Contribution is eligible to participate in GKP EXCOMM elections 2007 that start on 1 March.
Members that are approved to join GKP during the election year are eligible to vote after they have paid the pro-rated MCC for the respective year.
For example, an organisation that was informed of its successful applicaiton on 15 February 2007 and that pays its pro-rated MCC for 2007 before the start of the GKP Regional Coordinator elections is eligible to participate.
